In general, AoE spells are avoided in tombs and pvp arenas because most players simply need to move a few feet to the left or the right and they're out of the AoE. However, you add a water spell or two (say ice spikes, deep freeze, or the mind freeze elite - especially against non-ele primaries) to slow them down, and then you could make a very effective AoE pvp'er. But a lot of this is practice and tweaking the build.
Remember, EVERY build in GW has a counter. There is no exception. It's a question of knowing what is effective against what.
For that build, I'd actually suggest taking mark of rodgort, and echoing that. With a high enough firemagic, you can hex a few targets, and use met shower or firestorm, and set them on fire.
Here's a buddies build for a pvp fire elem.
Res Sig
Echo elite
Arcane echo
Immolate
fireball
Mark of rodgort
firestorm
mark of rodgort
He switches the last few around, but the idea's the same. He'll echo mark of rodgort, cast it on 3 people in the same area, then hit them with fireball. The idea is to keep the people burning.
As for mind burn, it is an elite skill, so you would lose echo, but you'd gain the ability to set just about any non-ele primary on fire, with a nice amount of damage thrown in.
Try stuff out, that's what the random and teams pvp arenas is for. Once you think you have the build set, try it in tombs.
