I have a pretty stupid question, but it has been bugging me lately. Let's say if you have a Warrior squaring off with a Mesmer, now the mesmer blinds the warrior with a mod on his weapon BLINDS LAST LONGER or somewhere around the lines of that. Now if that warrior is wielding a item QUICK RECOVEREY FROM BLIND, does the spell just even out to be normal?

Good question, I would think that they would cancel eachother out. I'm not sure though.

There isn't a "Lengthens Blind duration on foe" mod, but assuming there was, it would lengthen the time by 33%. "Quick recovery from Blind" would shorten it by 33%, so they'd cancel each other out.

But the same does not apply with running. Suppose a hex reduces your speed by 25% but Sprint does not bring it back to 100%.

At the lowest, a hex will reduce your running speed by 50%, to a possible max of 90%, so that's a hypothetical situation too. Sprint does make you faster while slowed, although the speed gained is usually too low to have a significant impact.
