Raven staffs rare?

I read in a "rare weapon list" that any max dmg Colored Raven staff is very very rare is this true???

Raven staffs in general are not rare; and even purple/gold ones i've got aren't that great. They drop tons off Mountain Trolls in Talus Chute, other then that, I believe raven staffs to be in fact, very common

I think the rare ones are the ones that actually have good mods. Ive never gotten a raven staff with good mods, ever!

Good mods on Staffs would be [Attribute] +1 20% chance on skills, +5 Energy, Speeding up casting/recharge time +10% globally, or 20% for certain attribute, the normal health +.
Raven Staves are very common drops in Southern Shiverpeaks. Even max dmg white/blue/purples arent that uncommon if you stay in the peaks awhile (like people that farm Grenth Foorprint).

I've had a search, but don't seem to be able to find a definitive list of the best mods for all items? Does one exist and if so, where could I find it?

Bows tend to be vampric, health +30, sundering.

[elemental damage] +11-22 (Req 7 of that element)
Skill Recharge +20%
Energy +5
Armor -10 (or hp-50)
Improves casting time of [Element] by 20%
and then there's the mods
Hale Head HP+20
Staff Fortitude+30
Energy +10 (Passive +Staff beginning mod)
