Questing skills

Hi!
I was wondering if someone could answer me this:
I have a roleplaying character who is a Mesmer/Necromancer.
Sometimes when I do necromancer quests to gain new skills the quest description will have several skills that I should get as a reward but when I finish the quest I don't get all of the listed ones, is that because necromancer is my secondary profession?

And my other question is, if you missed a skill quest at some point, will you later be unable to gain the skills of that quest? Or can you buy those skills at some higher level?

It's probably because you already have them. I have noticed that some skills are available in more than one place. All the skills of both your primary and secondary profession are available for you to find.
