Not exactly sure if PowerLeveling still work. It would take a long ass time though, if u killing groups of 3 or so.

lvl 14 and ur good to go. but yeah, i hear ya. i'm too lazy to do those quests. i had my lvl 2 for like 4 weeks now. wasn't in a rush to get him pwr lvled but i extremely regret it now ;(. Damn ANET!
