Need help making a De-Buff Necro/Mesmer

I have played most classes in GW, and fairly successfully if I say so myself. The one that I have not had much success with is the Necro. I sense a lot of power there, but have not found the right skills/stratagy to use. I would love to see some build suggestions (or even a necro article similar to the recent W/E one... hint.... hint).
My current idea is to make a Curse Necro/Mesmer to reduce targets to the effectiveness of bulbbering infants and let the rest of the team actaully kill them. Any ideas or even general suggestions would be welcome.
