The basic idea is to use Rangers armor with high elemental resist on them.
Skills to take:
Greater Conflaguration: 1-8 spirit that makes physical damage into fire
damage
Winter: 1-8 spirit that makes elemental damage into frost damage.
Mantra of frost: 26-45% reduction in frost damage and evenever you take frost damage you gain 1 energy.
Mantra of fire: same as mantra of frost but with fire.
Troll ungeunt: 10 seconds of 3-9+ health regen
3 open skills for damage or another mantra like mantra of elemental resistance (24+ elemental resist) or mantra of persistence(something like 33-66% longer illusion hexes). Not really sure whats good havnt made a ranger/mesmer.
Take the chest armor that adds frost and elemental resist.
From my calculations a 100 damage spell would do about 14 damage and give you one energy.
Got to leave but ill edit it later with how I came up with that.

You might be spreading yourself a bit too thin there. You'll want a few attack spells, and the mesmer line has a WHOLE bunch of useful spells. I would stick to one mantra and one spirit on my bar if you like going that route.

Ok, so you might have decent armor vs. fire or ice attacks, but what about when that warrior mob runs up and starts wailing on you? Trust me, I'm an R/Me20 and I can't tank my way out of a paper sack.

I understand the set up. Drop your Spirit to change all damage into one element, and then protect against that element.
But why use two extra slots for it? Either way, it changes the damage into that element, so why would you want two different element choices? I say pick one element and save the other two slots for some better skills.

Btw you can only use one stance at a time, and all of those mantras are stances.
If you want to make your warrior into a tank, consider packing physical resistance (insp). All of those stances last a fairly long time (30s at least for physical). Mantra of Frost/fire are useful PvE, but you'll want to consider what you're up against and if it will actually be useful or not.

What you cast thus depends on whether you're fighting a mage or a fighter.
The bad thing about this is usually you're fighting both. I dunno if i'd use this type of setup in pvp or not, it could be helpful, but probably not as helpful as you think - people will know what you're doing, unlike monsters. For PvE, it'll protect you well against either mages or tanks. On top of this, it takes time and power to cast the spirits buffs. I think using the spirit to turn melee dmg to fire and shielding against fire is a good idea, since ranger armor does come with a natural bonus to elemental resists.

Macel got my idea but since i cant only use once stance which I didnt know I would just pick one. Prolly fire since theres alot of warrior/monks out there and any good elemetalist prolyl wont go for a ranger frsit cause of high resists. I think with troll ungeant going and a real nice damage resist I can tank most war/monks. Ok I guess that opened up alot of new possibilities thanks for your help everyone.

I don't see the purpose of a tank ranger at all. Hardly anyone will ever go after a ranger first, and once they get to you, there will be nothing you can do to postpone your inevitable death. Furthermore, you will be playing with a team. Are you sure this build wont be more harmful than good? I know that not many classes aside from ranger have good elemental resist. You may just end up killing your team-mates faster. Just some thoughts on your basic build.
