Droknar's Forge.

South-West corner, there's a statue, "/kneel" to it, and Vision of Glint shall appear, do 'Defend Droknar', then after you've completed that, you'll unlock the other Defend quests.

also note that you have to have completed the game (Hell's Precipice), etc.
