Apply Poison can be purchased at Ascalon Settlement, I believe, from Captain Greywind.
EDIT: Oh, yeah, and one more thing! Remember to bring money with you. Ascalon Settlement is NOT an outpost you can zone to with storage, etc.

Poison Arrow -- Like imaginary friend said is in the Witman's Folly region. It is an elite that you must use a capture signet to obtain. The best way to access the area is from Port Sledge.
Apply Poison -- There is an NPC in the North Kryta province that sells this skill. It is in the Acalonian Settlement there. He also gives out some good quests. You can get to the settlement from Lion's Arch, D'Alessio Seaboard, or Bergen Hot Springs. If you go from Bergen you will have to fight an undead archer group (not a real bad group), and 3 or 4 groups of the low level Avicara types (I forgot their name now because it's been a while since I've been through there). They are pretty tough at lower levels and normally contain 1-2 warrior types, 1-2 archer types, and a mean mesmer type. Be careful of those groups, they can eat you up pretty quick if you aren't prepared for them.
