Cannot allocate attribute points

I used to mix around the atribute points for different spells and waht not. Now they're locked in areas I don't want.

I hit another level after a monster, so I mixed around the points then and now can't undo what I did. Even in towns.

u must have enough attribute refund points to do so. do you have enuf of these? if u've run out, just go and earn some xp and finish missions and quests. u'll be able to reallocate attributes soon enuf.

Do you still get refund points after lvl 20?

Yes. It's just slow because you still need 250XP/refund point.
