Salvage for the vamp and either put it on another sword or sell it off...

3/1 vamp hilt's worth 10-15k, +25hp is worth about 5k I think (possibly less).
The sword as is would be worth around 5k max. The only buyers would be low level noobs, and most of them wouldn't have use for a stance sword.
I'd salvage for mods.

So I am better to salvage it for the chance at the hilt then to sell it as is?

Yes, but it's still hard to sell a 3/1 vamp hilt for 15k since there are a lot of sellers.
