7-20 dmg is not rare. I think you can get a little more than shadowdaemon suggested, but i think the market for crappy rare items is diminishing very quickly.

so a max ax would be 6-28 or whatever

this has been brought up before though, on some axes below max damage, for some reason the minimum damage can be 7, it is wierd, but it has been seen before, too bad it cant be that way on max ones though
