Hi,
I've started playing monk in PvE for a while now, and I decided I wanted to same weapons on it as my PvP monk. I have found all the weapons except for a Holy Rod +15 energy, -1 regen. I've checked everywhere, and all the collectors I could find. Can someone confirm if this item exists in PvE?

My guess would be in the desert, someplace. Don't quote me though, some others might know. Also, try searching in game, ask around.

There is no collector with a divine req wand such as the PvP wand you show.
There is an offhand with +12energy req 9 Divine, Energy +15, Regen -1 and +30HP in the desert, but no matching one handed weapon.
Gold versions of similar/same wand pop up for sale in the game and in the forums, probably your best bet.

There is no max damage version of the Holy Rod, but there are +15/-1 Holy Rods from collectors out there. Check right outside Quarrel Falls - Lady Engelram. 5 Maguuma Manes will get you a 9-16 8 req Holy Rod.
Fyre Brand
This has been said many times before me, but consider the -1 degen. It's just fine to use the 15/-1 E item as an emergency backup, but for primary usage in PvE the degen is bad. If you start doing some math on how long it takes to regen 15E vs what you lose on the -1 degen, it makes sense to mostly use that as a backup.
There are some bond builds that can have an overall minus pip on the regen and still gain energy, but with those you don't really need the +15 energy and the additional -1 degen will hurt more. Just something to consider. Good luck.
