PC on low dmg blue Cruel Sickle of Shelter

I'd like a price check on this sickle that dropped for me the other day:

Cruel Sickle of Shelter [blue]
Dmg 5-14, req 4 axe
Lengthens Deep Wound duration
Armor +4 vs physical

I know it's nowhere near good damage, but since there is a demand for sickles and this is a blue one with some bonuses, I was just wondering what a sickle collector would pay for it. And if it's any good, heck, I'll sell it to you as well Oh yeah, I'm also curious if the skin is special or common, I have no clue. Thx in advance for posting your opinion.
