You cannot salvage 2 mods from a single weapon.
If you salvage a weapon with 2 mods, then it would be randomly chosen.
Meaning, you will only get one.

I wish that was the case but I'm afraid it's not.
First, you'll need expert salvage kit to get weapon mods.
Second, if the item has 2 mods, I believe its 1 in 3 chance that you will get a mod of your choice (other 2 choices being the other mod, and crafting materials).

Either mod, normal crafting materials, rare crafting materials.
Refers to metallic stuff only...as wooden stuff such as bows yield only wood as far as I know. Same goes for bones.
