You can buy it in ascalon settlement. It's linked to wilderness survival.

Ascalon Settlement. Take on the quest from Lion's Gate that tells you to deliver a stronxbox. It will take you right to the guy.

If you're looking for a bit more of a challenge, you can also capture this skill from the Maguuma Spider Queen, the end-boss at the end of The Wilds mission, using a capture signet.
