Elementalist Collector question

I am sorry if this is been answered in a previous thread but I have been up and down the search engine trying to find an answer, no luck.

Where can I find the Collector (pre-searing) that has the Elementalist Tunic?

Not sure either, but the Guide to Pre-Searing Ascalon has the locations of all the collectors listed, if not always what they sell:

No, the Pre-Searing guide is missing the collector for the Elementalist's Tunic. None of us have managed to find it yet. Same goes for all Mesmer collectors. So it won't help Talbas in the least.
