Unmodded - see the weapons guy in Droknar's Forge. Cost of the required material: approx. 2K; cost for crafting: 5K; cost for customizing the perfect hammer: 10 gold.

Actually you can't get a hammer at droks that is 15^50, and as far as I know there aren't collectors hammers that have it either.

Unless the slipped it in during an update that I missed. It would be the single only time A.net made something better instead of nerfing it (obivously kidding)
