Well. In PvE I haven't really tested much stuff because alot of stuff works because AI is plain stupid and you don't run into half the stuff you do PvP.
Right Now I am running something like this (I like this order):
Expertise: 14 (12+2)
Marksmanship: 11 (9+1+1)
Wilderness: 10 (9+1)
and the rest in Beast: 4 (3+1)
Think thats right.
Poison Arrow {E}/Dual Shot (If the mission or area is mostly nonfleshy's I throw away poison arrow)
Penetrating Shot
Point Blank Shot
Distracting Shot
Rebirth/Rez Signet (Depends on party's wants and mission)
Tiger's Fury/Whirling Defense (also depends on party and mission)
Troll Unguent
Kindle Arrows/Ignite Arrows (Ignite if I'm going with Dual shot)
This has been ok really..I just havent tested much else.
I have some elites capped: Oath Shot, Barrage, Escape, Melandru's Arrows, Melandru's reliliance, and maybe something else thats forgetable (haven't made it far enough into the story to cap more).
So I'm here for someone to call me a noob because theres obviously 50 things better to use. But hopefully they'll give ideas.

(Free Slot, for your Sig of Capture, etc.)
Res Sig
This just spams single target damage abilities. May possibly outdamage Flare/Ice Spear/Lightning Strike/Stone Dagger spammers (but few eles use those spells...), but other wise, nothing really special about it besides interrupts. Use Marksman's Wager to regain energy. I just find it fun to spam arrow skills because it feels like cheating.
(2) Trap and Choke

Enough in Expertise and Wilderness to be able to have a constant Choking Gas up
Rest into Marksmanship
Choking Gas
Practiced Stance (Elite, cappable at Mineral Springs)
Distracting Shot

(Free Skill, eg: Whirling Defense to help you set traps)
Res Sig

If you wanna trap, take along Serpent's Quickness. That, and Quickening Zephir if you can manage the energy loss. Also, staffs are good.
