Mesmer builds... Again

I'd need advice on making mesmer build for pvp that would be able to disable casters as well as wariors and rangers... Ideas on skills, runes, weapons... etc ?

And if it's possible (lol) a good pve mesmer build again ideas on skills, runes, weapons... etc

not meaning to be anoying but im trying to find the mesmer build that suits me best... cuz it's my fav class in this great game

This is a shutdown mesmer mainly for use in PvP i have played this build quite a bit and it is different from many specialized shutdowns

fast cast 10+2
domination 10+2
inspiration 10+2

backfire (domination)
blackout (domination)
energy tap (inspiration)
leech signet (inspiration)
power spike (domination)
cry of frustration (domination)
arcane echo
rez sig

this is not a true anti-anything, its a build mainly for use in 4v4 team arena where being too specialized will not be beneficial.
