Distracting shot?

I think that's what it's called but I don't see it in the list of skills on this website. It's supposed to interrupt target from whatever they're doing and only deals 1 dmg, however if they were using any skill, it is disabled for up to 20 seconds I believe. It was a marksmenship skill?
