Whay Is there no Upgrade trader in the game, this upgrades are more traded then Items and they are more wanted so whay not put a trader that can sell them????
some upgrades I want are not wanted but are rare, like the upgrade +20% dmg vs skeletons or plants, And I dont want to waste time shouting WTB WTB WTB,
So plzzzzzz Put a Trader in the game for upgrades.
Upgrades for sale
Angel Develin

i would say /signed but they would be priced really stupid by anet, go to drok and take a look at the weapons you can craft 5k PLUS material for a really crappy sword 0_o
Kai Nui
It would be useful. Sit him right next to the Rune Trader or something. Some items like "better against giants" and what not that are PVE only would be a great thing to have a store for. No one really uses them now, if they were sold maybe some people would pick them up and put it on before they left. Another part of preparation is having the right equipment for the area. When's the last time you saw a Monk in Aesthetic's Tattoos go out in the Shiverpeaks barefoot? Seriously, you'd think that there'd be a problem there.

/signed.
I was initially thinking of posting this suggestion, but then u've done it already
My suggestion is that have an upgrade merchant for all the upgrades. But make their materials req relative to the value of the equiptment. So say a sundering 10/10 axe haft would cost 1 shard/ecto/ruby/sapphire + wood, steel. Where else a 5% sundering would cost say 1 charcoal + wood, steel. So perfectionists would still be able to make their own perfect gear, still paying around the same price and those that are not that great would be more attainable by newer players.
Further development could include the trader being able to trade, and buy the upgrade at a global price like what is done for dyes, runes.
