Mhh weird thing and i'm pretty sure it works as Thanos said.. i would say it's worth at least 80-100k due to rarity.... but personally i wouldn't pay that much it's a high req on smiting and the bonus is for healing... smiter-healer is that a popular combo?

who intrested the req? if u make 1 point dmg because u have 0 smiting or u make 5 points dmg because u have 12 smiting doesnt matter!! i never seen a healer that have to make dmg

Stats are pretty close hence my take on this item will be in the price range of similar a a green brohn's rod or lesser around 100K plus. However if your rod was a perfect 20/20 it would have fetch like 250k at least.

but these kind of weapons are not really useful, since you can only have maxiumum 20% fast cast or fast recharge, that means if u have a 20/20 off hand the mods on the rod are useless, am I right?

No, you are wrong. The chances dont stack, but each item has the given % of happen. So its 36% of lets say fast cast and 4% ultrafast cast.
