PC on Sundering Wingblade sword of Fortitude

I'd like to have a pc on this wingblade sword
dmg 15-22
19% dmg while health is below 50%
9% chance for 10% armor penetration
+28 health
it has 8 sword requirements

i'm not really good at pricing and i've asked a few people and they all say differnt things

pretty decent sunder and fortitude mods - mods alone worth a minimum of 10K
dam mods close to perfect for while health is below 50% condition (perfect is 20%) however its is not a popular type of mod that player would want.

Price is around 10 to 30K. But it might be better if you salvage the mods. Check the baseline cost for upgrades before you salvage.
