IW and Arcane Echo

If you had both Illusionary Weaponry and Arcane Echo on your skill set, you you used arcane echo to use IW twice on the same person, would you do double damage? Or if you cast it on two different people and only attacked one, would you be doing damage to both people at once?

You cast IW on yourself, so casting it twice in a row doesn't do anything special.

Well, yes, but it says "target foe" takes ____ damage. So does it also attach itself to a targeted enemy while casting?

The "target foe" is the one you attacked with the weapon (has nothing to do with the cast).

However, Arcane Echo is useful for keeping IW up and as a back-up, incase the first is stripped.

If you're referring to conjuring a phantasm over a phantasm, you're right.
If you're shouting to replace another shout, yes, they don't stack, you're right.
BUT If you happened to be referring to bleeding/then poison/cripple/gash..they all stack. And hexes in general of different types stack, just like enchantments on monks.
Just clarifying.
