Is the energy decrease worth grabbing Kindle over the Area Effect that you get with Ignite ?

The energy decrease for Kindle Arrows directly coincides with how this skill works.\
Ignite Arrows costs more to cast, and will do AoE (Area of Effect, or "splash") damage to enemies that are adjacent to your target.
Kindle Arrows just applies fire damage to your arrows, which is directed against your target only.
If you find you are using Ignite against more single-targets, rather than groups, then by all means it's worth the energy cost savings. If you're using your preps for crowd control, or against mobs, you might want to keep Ignite Arrows around instead.
As with everything in Guild Wars, you just have to find your style, and use the skills that suit the way you play.
