15 atrribute points quest

i had a party mate who had given 15 attribute points when we went to the area in the desert. when i talked to the npc, it ignored me.

i'm just asking if there is an npc that gives the quest? do you have to activate quest before going to the reward's giver? or the reward's giver is also the quest activator? i forgot to ask my party mate.

please no spoilers. i just want either "yes" or "nah"..
