Dmg +19% (while health is below 50%)
Enchantments last 15% longer

1. I would like to know What the Hammer with the 19>50hp is worth (no mods)

2. I also would like to know what the hammer is worth with the installed mods

Good mods (>50, enchanted, in stance, -health, -energy): 15%
Bad mods (<50, while hexed): 20%

I don't do PCs though.
