Firstly, in Chapter 2, if there is a whole new 'continent', surely there must be a new PvP.
Secondly, my brother has WoW and I've been watching him. He showed me Booty Bay, a very cool little dock/fishing down, then rode on his horse along the road all the way to this place. It is right by the roadside and you just walk in to this little colosseum-type thing. Players can sit around the edge and watch, and players can turn their PvP mode in and jump into the arena to join the fight. My brother said it gets very busy in the evenings.
Now, to implement this into Guild Wars. This Colosseum would be accessible from the new city. You would walk in through a main entrance, then there are steps either side to walk up to the stone rows that you can sit on, that go all the way around the outside. Now, this is the viewing area. The fighting area, you enter it by pressing enter mission in the 'waiting area'. You can enter it in up to an 8-man party, and from there any number down to just yourself. When you enter mission, whatever group you have entered with you will be put with others that have entered with a matching number that adds up to 8.
As for districts - the viewing area will be a varying number of districts, not languaged but for each continent. As for the waiting area, this will be another area, and for this there will be several districts. Now, when you are watching, you have a list that you can bring up of all the fights going on, rather than having to select the district. On this, you can see the district and also the name of the team by the first player's name. Simply click on it, and you port to that district. The fighting area and waiting area would be half merged, people in both areas can see each other, but the people in the waiting area obviously have not entered the mission.
As for the fighting area, inside the Colosseum, this is simply a fighting area. It is a flat floor, nothing in the way, just the two teams on either side. It's simply a head-on, fast fight that is over quickly then you go in again, and either friends or just people who like to watch can watch. It's just for faction.
Personally, for me this would be a great idea of PvP because I love the idea of coming out with my team into the arena, facing the enemy, and we have the crowd watching is roaring and cheering. And then you fight, and its all over. And of course, it would be fun to watch. Maybe there could be some kind of benefit to watching to encourage it, but not sure about that.

On the note of throwing things into the arena, I was thinking about how this might work...things you could lob would have to be collectibles, not crafting items etc. (lol, I'll just chuck a steel ingot and see how far it goes)...
Perhaps, along with ideas that have been brought up about new kinds of markets, there could be stalls selling for very cheap general things like oranges, stones, whatever. Perhaps throwing them in could just be a random system, you just click lob and it goes wherever? And damage points if you hit someone of course! Maybe you could aim for a particular team.

They should probably put it on the battle isles
But yeah, having a battle where people can yell things and you can hear them would be cool.
That or as a similar idea you could have the classic 8 heroes fight off waves and waves of NPC's and the crowd vote what to send them next
