Staff's 2handed weapons do offer a +1 to an attribute for casters, so either its a wand/focus or staff: still 20%
Warriors can get a +18 due to +1 sword/hammer/axe mastery and a +1 mastery shield.(usally golden only I personally have gotton a +sword and a +str % on a golden shield, others smite/curse/blood)

that sucks that a ranger has the least amount in his atts its bad enough having almost all his traps nerfed so they do less dmg Anet you suck :P

Rangers can get a Marksmanship grip on their bow, so technically the max for them is 16 in any attribute except Marksmanship, which has a chance to be 17.

Weapons for Warriors only have +1 to Axe Mastery, Swordsmanship, or Hammer Mastery. Shields have +1 to Tactics or Strength. So the highest is 17 in any one attribute.

the BASE skill max for any class though, is 16.

Actually its maximum 16 for everyone.

All the other things that are mentioned above are temporary buffs that are not used in most of the cases because of their temporary value.

Warriors can reach 21 in their attribute -- but more often 20

16 ( 12 + 3 + 1 ) + Critical Hit ( +4 ) + +1 Axe Mastery (20% chance)

the ranger traps are great as they are.
in pvp and pve, damage is only part of the killer...
you get the enemy blinded, crippled, on flame and bleeding (knocked down too...)

that means high (yes, high) damage, a huge health degen and shutdown for warriors and runningg foes. dont forget the interrupts...

yep... nothing wrong with traps...

i have only 1 thing to say Necromancers rule ^^

19 in a atribute is nice but what about the health penalty >.<

The health penalty is only a problem if you're using sacrificial spells, anyway. Level 18 Life Transfer, Vampiric Gaze, and Shadow Strike will make quite a dent in almost anyone.

I understand what you're saying, but Awaken is an enchantment that can be maintained indefinately. Contrast that with Glyph of Elemental Power, which is a one-hit-wonder.

Granted Awaken can be removed, but Necros can run at 18/19 semi-permanently.
