Bulls strike VS protectors strike

Ok, I know the difference here is the knock down, but... Both skills require the enemy to either be moving or fleeing... How do you know if the enemy is fleeing or simply moving? I mean to flee involves moving right? You cant flee and stand still. Ive tried running near enemies with bulls strike... results: running towards or past them I was knocked down. Running away from them I was knocked down. Thats a knock down all the time. And protectors strike worked the same way. So how do you determine the difference? I realize enemies flee from AOE spells, but I wasnt fleeing when I was knocked down. In most cases Im running at the target that uses Bulls strike on me. Is this broken or are these 2 of the same skills with different names?

Protector's Strike reads:
If this attacks hits a moving foe, you hit for....
To get a knockdown with Bull's Strike the opponent must be:
- Moving
- Have his back fully turned to you ( fleeing )
To hit with the bonus damage on Protector's the opponent must be:
- Moving
Both are bit too conditional for my liking...

I personally like protector's strike alot, the time where a monk or similar class move away from you is almost always.
I used hammer with it along with weaken armor and high Strength 12 hammer, I can do over 100 per hit with protector's strike. So that means I only need about 5 hit to end his life with him moving any where,and if you stay, ok whatever; die anyway.
The recharge on protector's strike is really fast, so damage output is nice. Now, just worry about energy.

If bulls strike only works when my back is turned... how is it I get drilled by bulls strike when I am running towards the enemy who is using it? Thats my concern is that it is not working right, or this is just how it works.

If you're running, it technically counts as fleeing. It doesn't have to strike in the back to deal the knockdown.
Protector's Strike is much better, as it simply requires the enemy to be moving. Also that it has a 2 second recharge which makes it very deadly.

It all depends. I carry stonefists with bull strike and when I hit its a 3 second knockdown that makes it deadly if I frenzy+eviscerate spike. Its +28-32 dmg around and a crit because they are moving with a knockdown. If your adrenal skills are charged then you can unload a huge amount of dmg.

Actually, if you are moving by using the action button (space bar by default) you won't get knocked down by Bull's Strike. I'm pretty sure of this, because I know if you're attacking someone and moving because you're chasing after that person, Bull's Strike won't knock you down. I'm assuming the same hold for any other type of non-movement (healing someone, grabbing an item, etc...)
I haven't used Protecter's Strike much, so I'm not sure if it will activate under those conditions. I'll test that out though.

We are getting mixed answers here. Some say its when your back is to your enemy, others say its when you are moving period. From my tests, Ive been knocked down when moving for any reason, facing every direction. To me moving and fleeing are the same because they both involve moving. These two skills were not written very well, and appear to be the same, short of recharge time, and the knockdown.

I guess the answer about the definition of both terms would look like this?
Moving = Using Skills, running away or towards someone, target doesn't stands still at all, it will affect you even if you stay put and using skills!
Running = fleeing from enemy or running in general, it won't affect you if you stay put and use skills.

ok, after further testing. It seems what side they hit you on is irrelevant.
Bull's Strike (all of these are what is making you run)
Attacking someone - No Knockdown
Picking up an item - Knockdown
Running to an ally for a touch spell (i.e. Healing Touch) - Knockdown
Strafing sideways - No Knockdown
Running - Knockdown

So there you have it... Bulls knocks you down as often as protectors strike does, apparently. Same skill, different recharge and one has a knockdown. Thanks for the input.
