WTB - Ithas Bow (Pre Order Key)

Yes and No. They are alotted to your account. Each character you create on that account gets one. You cannot trade them but you can upgrade and dye them like any other weapon.

That's not a stupid question.
Before the game was released if you pre-ordered it you got beta event access and some nice to haves. They gave you GW music on CD and a special weapon for your account when the game went live. Depending upon where you pre-ordered determined the item you received. I got the Ithas Bow from EBGames. My wife got the War Pick from the GameStop pre-order.
Your account actually allows you to have all the pre-order items. People actually bought pre-order boxes at all the locations just to get all the keys for the items (then they cancelled their order at all but one place).
Some places were just dumping the pre-order boxes once the game came out. My wife and I paid for the above two pre-orders and then stores just handed us the boxes for another War Pick, Ithas Bow, and Kanthan Targe (all of which we gave away).
Some people started selling them on Ebay.
Truth is the items are not the best in the game. The Ithas Bow I have doesn't do max damage. I still like it and use it but there are better bows out there. The same can be said for the other items.
