I have decided to switch from hammer to axe for my war.
I was going to purchase a green items since its easier to get a good item quick.
I noticed there is razorstone and tanzit. I looked at the stats and tanzit has +30 health and lengthen deep wound mods, while razor has 20% chance +1 axe and 10% chance double adren.
I thought the better wep would be the tanzit with guarenteed stats, instead of luck mods. Can you please explain why the razor is considered the best and thus most expensive. I don't care about looks I just wana understand why those mods are valued greater.

"Best" doesn't equal "most expensive". Looks are a huge factor.

Just offering an alternative here:
I would instead find a gold - not one of the greens. Look for a 15^50 and use the vampiric and +5 defense mods. After a lot of playing, I firmly believe in armor over health. And - while I hated the vampiric mod at first - it's really the way to go.
You can actually find some bargain prices in a 15^50 if you don't mind picking up a high req. axe. And why not? After all, to get the most out of it you'll max out your axe attributes. So - for a weapon you don't plan to trade - high req. is just fine. And you will be customizing it for the added 20%.
The other advantage of getting a gold, rather than one of the greens, is that if your style of play changes you can change the mods.
