Spinal shivers says that it interrupts and you lose energy. What if the target is not doing anything? Are they still interrupted and will you still lose energy? Say I use a cold bow and spinal shivers on a monk. I interrupt his cast and I lose energy, but if he is sitting there not attacking or casting will I still lose energy on each hit?
