something i need to be sure about before i go purchasing things, if i have a 20% chance of improved skill recharge on let's say my wand, and i have a focus item that does the same thing, do i end up with 40% chance of having my skills recharge faster?
hope it's clear. and i also hope that it does stack, as i think it does.

its not a stack.
it does a check for each peice of equipment. say you have a 20% recharge wand and 20/20 off hand. it will do 2 checks at 20% instead of 1 check at 40%.
