How do u make Upgrade items or get runes?

Do u need a Expert Salvage kit cuz its damn expensive and is it possible to get runes before getting to yaks bend?

Yes, it is possible to UNLOCK runes without a expert salvage kit-i did the same, i identified a armour(something like, chaar axefiend) and it was highly salvageable. I used a normal salvage kit, and i unlocked the rune-however, i couldnt use it, because it got destroyed. however, i can use it in PVP

the same for upgrade items?

Yes. You would wantr to identify the item first, but the expert salvage kit is needed to get runes, staff wraps, hilts, etc.
