This has potential to be a good skill, however in its current incarnation its useless.
1. Enemies run from it thanks to the AOE nerf.
2. Unless an enemy is pratically touching the target no damage is done.
Come on ANet make this skill usefull!

it has been reported so, someone tryed to run the common SS build with mark of pain, as soon as he casted mark of pain on a monster they ran.

I used this a lot before the change... I still use it on occassion. It 'Can' be useful if you need to break up mobs. For instance, I cast it on a target with my W/Ne and charge that target letting the mob surround me. Also, the way they flee, the one targeted usually runs away in the same path as one or two others, so you can still get some effect out of it. Plus, the entire time, the creatures are usually running, not targing you or the party.
Finally, even after the change, it seems some creatures do not run. I think I ran into a mob of giant or something of much higher level than me, that seemed to not care about it.

This skill is very useful in a lot of PvP team builds. Minion Factory and some variations of Ranger Spike, for example.
For PvE though, yea, it sort of sucks right now. I doubt Anet's going to change it since it's focus is on PvP balance anyways.
