PC on 2 Shields

I need a PC on the following please:

Reinforced Buckler req. 10
Armor 16
Health +27 while Enchanted
Damage -2 While Hexed

And.......

Aegis req. 10
Armor 16
Health +42 While enchanted

Really? I'd think they Health +42 be worth a good bit more than that. But I dont know for sure.
