i dont think you can get a req.1 i think it ranges from 3-13 and anything below 3 doesnt have a req, but i might be wrong :/

You can find a lot of req 1 and req 2 items by hunting Charr north of the wall in pre-searing. If you really want a req 1 sickle, that would be a place to hunt for it yourself.
