Will Crippling Anguish stack with pin down?

With the speed decrease i mean, I was hoping to make some kind of slowing build for the R/ME

No, crippling anguish is already 50% slower. You cannot stack cripple higher than 50%. To get greater than 50% you need a skill with a slow rate greater than 50% (iron mist, mind freeze, most water spells.)
