Minion Degeneration Rates

After doing some quick testing with Vetras Sacrafice and Mending and it seems that Minions lose one point of degeneration every 18 - 20 seconds, this was tested on both Horrors and Fiends. If someone could verify this I would appreciate it.

true.
+1 health degen every 20 seconds, gors up to "really high" and is capped at -10.

But more the time passes, more it will counter any regeneration (like healing breeze for example).

after playing with my MM necro, it seems that healing them speeds up this process, or it could just be my imagination mixed with my poor sense of time
EI: the longer i wait to use veratas sacrifice/blood of the master the slower they gather degen

The reason it seems this way is because it takes time to stop and cast healing stuff.
