i found this item in presearing and the stats are:

energy +10
energy +3
energy regen-1

there are no reqs on it. Is this item as good as it sounds?

No, it's not that great.
You can find +12s with req 7 normally, and the -1 energy is completely not worth it. If I remember correctly, useually -1 Energy regen goes with +15 energy.
