Whoa, just ran this using my pvp slot and found quite favorable results in both HoH and CA/TA. On the Dias, Energy Surge {E} R0X0Rs da b0x0rs... Clobbering several people for 72 energy is like 400+ total damage for 10e. The combination of Empathy with Spirit of Failure on a shmuck ranger/warrior is quite humorous to behold.
All the 30s. spells become 20s. under Serpent's Quickness and believe me that's a VERY noticable difference in spam factor. The SoF becomes like 7 seconds recycle and those seconds really add up under 10 fast casting...
With 4 skills to toast casters, one enchant stripper, and 2 for anti-non casters, the Serpent's Quickness seems to just make the whole job run a LOT faster than 33%... Maybe it's just the whole is greater than sum of it's parts?
Obvious weaknesses include:
anti-caster counters. Dur*, you're a caster, anything that attacks you hard or attacks your energy pool is going to be a problem and you'll need your competent neighborhood monk to bail you out of that. And yes, there's no self-heal, I'd bring Ether Feast in place of Drain Enchantment or Empathy if I really need it in random arena...
But yeah, I'm SOOO glad that Serpent's works with all skills instead of ranger only...

This build does better for me in TA than CA by a long shot, because of no healing or res. As it was, with a good team I managed to help them to a 13-win streak. Not a bad build at all. I subbed Power Drain for Arcane Echo. With 14 Domination, I can yoink off 30 energy with Arcane, Surge, Surge, and Burn. Not bad, eh?

yeah, but a 5e interrupt that returns like 20 is really awesome. Hard to beat.

That's what I like to run - Wilderness at 7 vs 10 is a difference of 2 seconds duration, not worth it in my opinion. I prefer to get my Domination up to 14 and get that little extra oomph out of Energy Surge/Burn.

Sounds interesting. Maybe try combining this with mantra of recovery and power leak, power drain and energy burn for some very nice energy denial. You'd need some strong energy management, though.

Not really, if you have drain enchant, power drain, and inspired hex under mantra of recovery your inundated with energy. I always forget that my energy management gets affected as well as my offensive skills -.-

Mantra of recovery is a stance & won't stack with serpent quickness.

Yeah I was suggesting swapping serpents for MoR since wilderness isn't good for much else and serpents has a long downtime.
