Wait.... how do you make/improve armor.

Okay I am a Lvl 9 N/W and I just got to Ruins of Sumaria... and up till now all I have been doing is slavging those hides etc that I have been finding.... and then purchasing armor with the salvaged parts(raw hide etc) But yetsterday whyile questing I found this armor from some char.... that gave +1 wilderness survival o.O And it just strikes me as odd.... all those materials... the bones, axe fiend armor with "armor 20"... do they have a use? I read the faq on this site, but it didn't answer my question 100%, and I'm still a little confused. Is there a way to actually improve your armor with materials you find, or is salvaging(and then buying the stuff) all you can do?

thats purple, not blue 
Some blue ones dont work either, i think it is only blue ones with +1 (type of magic) etc that will give you a rune from an expert salvage kit

As I understand it, not every purple armor willl yield a rune. Identify it first, and if window pops up informing that the rune has been unlocked then you're in luck! Use an expert salvage kit and you should have a shiney new rune. If identifying the item doesn't reveal a rune then you're not going to get a rune out of it.
