You used to be able to get them from someone in Lion's gate but thier all sold out now.

Yes, a celestial sigil is obtained by winning the Hall of Heroes in the Tombs of the Primordial Kings. Tombs is a player vs. player area, and the Hall of Heroes is the final level of competition.
