Things that make barrage better:
1) Barrage - well this is the skill you pretty much always want to use.
2) Tiger's Fury - you already have this. Use it to attack faster.
3) Lightning Reflexes - Use it to attack faster when Tiger's Fury is recharging. Doubles as evasion.
4) Favorable Winds - Makes your arrows move twice as fast.
There are other skills (like Winnowing) to increase damage, but I feel they are more optional.
5) Expertise 13 - This reduces the cost of Barrage by another point and can be useful to keep spamming Barrages.
6) Vampiric Bow - Leech life per arrow.
7) Zealous Bow - Regain energy per arrow.
I didn't like Mark of Pain before the AoE patch because the cost was not reduced by Expertise. Then again, I didn't have a Zealous bow at the time to offset the cost.
