if i did the mesmer quest, got the temp. skills, then declined the offer to become a mesmer and later did the same thing for the monk quest, if i were to go back to the mesmer to accept that class, would i get those mesmer skills back?

Yup, if you were to go back to the Mesmer trainer to become a mesmer as your secondary profession, you would get the skills back.
