Ok, I almost have enough money for a GH, and I am planning on buying my GirlFriend one, so I was just wondering, If I purchase the Sigil at, say, Frozen Isle, would she have to use it there, or could she use it anywhere?

You can use the Sigil at any of the Guild Hall's to purchase it. It doesn't matter where you got the sigil from - whether from HoH, Sigil trader or from another player.. because a Sigil is an inventory item you carry around with you, it can be used at any of the Guild Hall's to buy it.
