There are a handful of spells out there (Incinidary Bonds and Lightning Surge are the ones I'm sure of) that say an effect takes place after so and so seconds.
So, that means removing the hex rids the player from having to suffer the effect. I know that, but I've also noticed that on every boss that I have casted Lightning Surge on, they don't get knocked down or recieve the additional damage, probably because of the half-duration effect hexs have on boss monsters.
As a result, I stopped carrying it much on PvE runs. Does anyone have confirmation that these two skills have no effect on Bosses?

Completely depends on the boss to be honest...Some bosses are immune to knockdown thus the reason why you don't seem to see results. The damage from the lightning they do receive but its hard to notice on high lvl monster due to the increased hit points. On a lvl15 Ettin boss the spell will run its full course and since there are no skills to prevent it, the dmg and knockdown will follow 3 seconds later...
Lightning Surge is an elite and is highly effective if used properly. As it is a direct damage spell (although on a time delay), it is not a Hex and as such not affected by hex resistance from bosses. It is affected by the bosses class (and subsequently his armor) as for the damage it might cause....
