Hi, when I use Highest Quality in-game, it makes all objects, myself, etc to highest quality, but other 'players', it doesn't, they have what it looks like in lowest quality...
ALTHOUGH, this only happens sometimes, quite often it works and gives other players armour in the best quality...
I'm using an ATI Sapphire Radeon 9250 128MB currently, not sure if it is that, but I am getting an ATI Sapphire Radeon 9600 256MB soon.
Any help would be appreciated.

IF you mean in town everyone's armor looks bad reso then it's not your comp.
ANET did that on purpose so there wouldn't be an overload of the districts memory (might need to rephrase that) but when you go outside with everyone their armor looks better. That was done on purpose.
